Getting husband to fix anything?

We been married 22 years, day after wedding moved into a dump,he planed to fix it himself.No room is done, No electricity in 3 rooms in 4 years. took a threat from my dad to get husband to half way fix it. I called electrician to come find out why breakers keep popping and how much of a fire trap it is. Huge,Huge FIGHT. I believed I have the RIGHT to know. What is woman sup-post to do??
