Why reform are not favourable for poor&deprest people in rural areas ,why Govt. fail to draw suitable laws

In India reforms not remained benefecials for poor &rural people ,because indian leaders only work for to maintain their vote bank by manipulated the poor &deepressed people ,such mes are not well awares about their voting values .Since independence our leaders & executors failed to bring true awareness among these people due to their personals motives greedes.curruptions ,favouritism,racial manipulations creates many hindereces for independent devopments.Reforms remains favouable only rich and creeping near powerful people/rulers .Equal distribution of to all going beyond the reach of general mes.Process of law also closing door for these people day by day.Systems and prceedures also aloping from every systems of govt.
