How would have world history played out if the cold war had still been playing out on 911? what if the soviet?

premier told the american president that the soviet union and the east bloc would not help out/give istance to fight international terrorism to the united states and the west bloc? would this have changed how international terrorism is being fought on a global scale? the soviet premier telling his american counterpart go to hell! the soviet union and the east will not help out america and the west!!! how would america and the west bloc respond to this reaction without setting off armageddon? what type of international cooperation if at all would happen uming that the east and west wouldnt want to help each other out? can anyone give a possible scenario to this nasty situation?
