Apartment issues chilly?

I put my son in his room and closed the door. Mind you the air and heat are both off, there are no windows open or fans going. He woke up at 3:18am screaming when I went to check on him his room was about 10 degrees colder than my bedroom as well as our bathroom, livingroom, and kitchen. I moved him to the living room so he could warm up. His room is way to cold for it to be normal for that room. How do I approach the apartment complex?
